U srijedu, 11.03.2020. in 13.00 sati održan je sastanak u Ministarstvu za demografiju, obitelj, mlade i socijalnu politiku. • Mirna Ćorić, načelnica Sektora za upravljanje programima i projektima,
• Ivančica Mamek Jagić, načelnica Sektora za razvoj socijalnih usluga i koordinaciju pružatelja usluga

Na sastanku su bili prisutni predstavnici Saveza te pojedinih udruga članica, a podršku nam je pružila i Pravobraniteljica za osobe s invaliditetom Anka Slonjšak te savjetnica pravobraniteljice Vesna Mužina.

Konkretno, riječ je o: nastavku provođenja, rokovima, povezivanju razdoblja između projekata, održivosti pojedinih socijalnih usluga i drugim povezanim problemima. Zaključci sa sastanka:

1. Pripremljeni su novi natječaji za novo programsko razdoblje te će svi biti uskoro objavljeni. Iz Ministarstva poručuju kako će prednost imati udruge koje su već provodile programe, imaju licencu za pružanje socijalnih usluga te kvalitetno napisan projekt.

2. Sredstva koja je MDOMSP u mogućnosti izdvojiti za udruge, također ovise o odobrenju Ministarstva financija pa se ne očekuju promjene u tom smjeru. Iz navedenog slijedi preporuka udrugama da se nastave i dalje javljati na natječaje za projekte i programe kao što su to dosad činile. 3. MDOMSP smatra nedopustivim dugo čekanje na rezultate i provedbu projekata (u nekim slučajevima i do dvije godine). Djelomično je to opravdano velikim brojem prijava te ograničenim financijskim sredstvima. 4. U određenim slučajevima, prednost će se davati trenutnim korisnicima podrške. Preciznije, nastojati će se osigurati nastavak podrške postojećim korisnicima u pojedinom programu/projektu, dok nove korisnike neće biti moguće uključiti. To se naročito odnosi na uslugu osobne asistencije te nemogućnost otvaranja mreže pružatelja socijalnih usluga za nove korisnike do daljnjega.

5. U tijeku je izrada Metodologije za izračun cijena socijalnih usluga. 6. Institucionalna podrška Nacionalne zaklade za razvoj civilnoga društva zamišljena je da ojača udruge kako bi bile što konkurentnije za projekte i programe. Cilj nije bio trajno osiguravanje „hladnog pogona“.

7. U izradi je Zakon o socijalnoj skrbi, Personal Assistance Act and Inclusive Supplement Act,,bs,When drafting the said regulations,,hr,particular consideration will be given to the needs of persons with intellectual disabilities,,hr,For this reason, in working groups,,hr,personal assistance and inclusive allowance,,bs,there are also representatives of the Alliance,,bs,For details on the adoption of legislation to ensure systematic financing of representative associations of persons with disabilities,,hr,MDOMSP refers to the Ministry of Administration as competent for this issue,,bs. Prilikom izrade navedenih propisa, posebno će se voditi računa o potrebama osoba s intelektualnim teškoćama. Iz tog razloga se u radnim skupinama (osobna asistencija te inkluzivni dodatak) nalaze i predstavnici Saveza.

8. Za pojedinosti oko donošenja zakona kojim bi se osiguralo sustavno financiranje reprezentativnih udruga osoba s invaliditetom, MDOMSP upućuje na Ministarstvo uprave kao nadležno za to pitanje. Da bi mogle nastaviti kvalitetno pružati socijalne usluge, potrebno je osigurati odgovarajuću financijsku podršku. Nadamo se da će s vremenom i država pronaći način da naše udruge rastereti dodatnih briga i neizvjesnosti.
